feat(i18n): 新增AI助手提示文案并添加 tooltip 说明

1. 为中、港、英三语言包新增ssAIAssistantTip翻译文案
2. 在添加课程页面为AI助手开关添加说明 tooltip
3. 补充工具页发布提示的额外说明信息
4. 新增全局publishCourse2方法用于快速触发发布弹窗
5. 优化AI助手标题的布局样式
